Report made on the behalf of the Commission of economic affairs, in a new reading, on the bill project, rejected by the Senate, aiming at preparing a transition towards an energy 'sober' system - N. 579
Description
This report proposes a second reading which aims at defining the legal framework associated with the French energy conservation policy. This bill project introduces a 'bonus-malus' approach which aims at identifying housings which must be renewed in priority in order to reduce their energy consumption. The first objective of this bill project is to provide households with a responsibility tool regarding their consumption: a basic energy volume will be assigned to each household, calculated with respect to the energy type, household composition and geographical location. It should be possible then to warn users when they are in an over-consumption situation, and to help them to take corrective actions. The other objectives are to struggle against energy 'precariousness', to prevent energy price increase, to improve the regime of capacity guarantee obligations, to strengthen consumer protection, to ease the development of renewable energies, and to create the modalities of a progressive water tariffing. The document reports the discussion and comments of the bill project articles. It also proposes a comparison of the content of the successive versions
