Description
Whereas it appears that, ten years after the Fukushima accident, the implementation of the ambitious programme of integration of this return on experience with the safety re-assessment of French nuclear installations is considerably delayed, this note, after a brief recall of the steps of elaboration of reinforcement needs, of their integration in regulatory processes, and an assessment of the main concepts, principles and objectives, reports a critical assessment of measures which have been already applied, and of those which are still to be applied. More precisely, it addresses the main steps (additional safety assessments or ECS, their conclusions, their translation into prescriptions), the various constraints and stakes (compliance with delays, articulation with operation extension, compliance stakes), how main concepts have been addressed (FARN or nuclear rapid-reaction force, concept of hard core). It gives an overview of the situation for the different measures, and finally discusses the noticed and provisional assessment of the measure implementation, the progress of studies, and delays. Les demarches engagees apres la catastrophe de Fukushima pour reevaluer la surete des installations nucleaires francaises s'inscrivaient dans la perspective d'integrer ce retour d'experience en une dizaine d'annees. Dix ans apres cet accident, cette integration reste limitee. Si le processus engage des 2011 par la realisation des evaluations complementaires de surete (ECS) a debouche sur un programme ambitieux de prescriptions, celui-ci tarde considerablement dans sa mise en oeuvre. Les actions de renforcement a court terme, symbolisees par la Force d'action rapide nucleaire (FARN), sont pour l'essentiel completement deployees, mais d'autres ont ete retardees, comme la construction des diesels d'ultime secours achevee en fevrier 2021 avec plus de deux ans de retard, et d'autres surtout ne sont pas encore mises en oeuvre. C'est notamment le cas d'un certain nombre de dispositions relevant du 'noyau dur', c'est-a-dire l'ensemble de moyens robustes destines a garantir, meme dans des conditions extremes, les capacites de refroidissement et de maitrise de l'accident grave. Elles ne seront deployees qu'au fil des reexamens periodiques des reacteurs, et ne seront donc pas completes pour l'ensemble du parc, dans le meilleur des cas, avant la deuxieme moitie des annees 2030. Cette derive, difficile a suivre en raison de la dilution progressive du processus dans les procedures reglementaires classiques et de l'absence de tableau de bord public, ne repond ni a l'engagement initial de mettre ces renforcements en oeuvre dans les meilleurs delais, ni a la perspective d'en faire une condition prealable a la prolongation de fonctionnement des reacteurs au-dela de 40 ans
