Road map for an energy policy

Description

In 1996, the government of Quebec established an energy policy and expressed its policy guidelines and action plans to reduce greenhouse gas emissions and other atmospheric pollutants, and to establish policies for transportation and more effective standards of construction, causing less requirements in energy. Many governmental policies, reports and recommendations were developed by government agencies to supplement this policy. This document contains joint recommendations by the Association quebecoise de lutte contre la pollution atmospherique (AQLPA) and Strategies Energetiques to create a passenger waybill in order to consolidate the whole of these existing policies, by supplementing them, modifying and adapting if need be, and to translate them into an updated integrated energy policy. The energy policy is intended to be harmonized with other government policies regarding industrial development and environmental matters, as well as sustainable development in the construction and transportation sectors. Some of these recommendations include an interdepartmental national plan on energy efficiency; the implementation of model Codes for dwellings and buildings; and legislative and lawful tools to ensure better parliamentary and governmental control of regulations for planning energy safety for Quebec residents
