CO2 emission baseline construction for Activities Implemented Jointly reporting in heat production sector

The present work is dedicated to the calculation method for the reduction of greenhouse gases emissions developed within the Joint Implementation projects of the Climate Change Framework Convention based on the case study of Estonian heat supply in 1990ies. Data of the Estonian Statistical Office and data of the Estonian Energy Research Institute on the use of fuels and heat production in recent decade have been used in the paper. CO2 emissions by the types of fuels have been calculated and emission reduction trend for the whole country is given based on the detailed statistics of the consumption of various fuels. This has been taken for a basis for calculating the decrease of CO2 emissions as a result of Joint Implementation pilot phase implementation between Sweden and Estonia. Baseline of CO2 emission has been constructed, considering the changes in the structure of fuel consumption as well as the forecasts of energy sector as whole. Constructed by authors of present paper baseline has been used by donor country for reporting to U N FCCC Secretariat in Bonn. Decision on credit sharing and emission trading between parties to Climate Convention has not been made yet, but Estonia and Sweden are ready for that looking forward to decisions to be made during the next conference of parties, COP 6. Authors do hope sincerely that the present contribution will elaborate to the solutions for future activities between two neighbours. (author)
