Description
We show that excitation of atoms and ions by high-energy photons takes place mainly being accompanied by the creation of e+e- pairs. The asymptotics of the cross section for this process does not depend on the photon energy. The mechanism manifests itself at smaller energies compared to similar ionization processes, becoming a dominant one starting from 10 MeV photon energy range
