Description
Automatic translation: Currently, significant international efforts are being made to ensure the radiation safety of the environment, along with the priority provision of the radiation safety of the population [1] - [4]. The new international basic safety standards [1], which are the basic document for updating and revising national radiation safety standards, formulate the principle of protecting current and future generations and the environment from radiation risks, as well as demanding the need to confirm (and not a hypothetical assumption) about protection of the environment from the effects of radioactive contamination. An important means of monitoring safety in the use of nuclear energy is monitoring the radiation situation, which is understood as a system of regular observations of the content of radionuclides in the components of the natural environment and other parameters of the radiation situation in order to timely identify and predict consequences undesirable for humans and ecosystems. State monitoring of the radiation situation on the territory of the Russian Federation is organized and carried out by Roshydromet together with other federal executive bodies in accordance with their competence.

В настоящее время предпринимаются значительные международные усилия по обеспечению радиационной безопасности окружающей среды, наряду с приоритетным обеспечением радиационной безопасности населения [1]—[4]. В новых международных основных нормах безопасности [1], являющихся базовым документом для обновления и переработки национальных норм радиационной безопасности, сформулирован принцип защиты нынешних и будущих поколений и окружающей среды от радиационных рисков, а также выдвинуто требование о необходимости подтверждения (а не гипотетического предположения) о защите окружающей среды от воздействия радиоактивного загрязнения. Важным средством контроля безопасности при использовании ядерной энергии является мониторинг радиационной обстановки, под которым понимается система регулярных наблюдений за содержанием радионуклидов в компонентах природной среды и другими параметрами радиационной обстановки с целью своевременного выявления и прогноза нежелательных для человека и экосистем последствий. Государственный мониторинг радиационной обстановки на территории Российской Федерации организуется и осуществляется Росгидрометом совместно с другими федеральными органами исполнительной власти в соответствии с их компетенцией.Files
