This report first proposes an assessment of the development of renewable energies in France. It notices that the evolution trajectory is partially satisfying and is within a market submitted to strong turbulences: ambitious and relevant objectives, important delays for some renewable sectors, abundant financing but not for small projects, very unfavourable electricity and carbon prices. It discusses questions related to the reference subsidy and authorisation framework, and outlines priority progress directions (a better control of production, demand and storage, better interconnections between transport and distribution networks, support of innovative technologies, a higher CO₂ price). The second part of this report addresses the specific case of energy efficiency in housing. It outlines the importance of the challenge of renovation of old housing, and gives an overview of the enriched and simplified range of regulatory, professional, support, financial and tax-related tools.
