The Committee on Energy and Commerce recommends without amendment the joint resolution (H.J. Res. 699) to prohibit the Energy Secretary from providing uranium enrichment services under certain criteria. The purpose is to prevent the implementation of the proposed criteria because they would significantly alter the operation and management of the program providing enriched uranium to commercial customers. Among the concerns leading to the opposition to the proposed changes in criteria were sections dealing with repayment of the uranium enrichment debt and import restrictions for uranium enrichment services.
