The question raised in the topic of this lecture implies of course the statement that law can help nuclear development. This assumption may seem surprising to a group like this, consisting of scientists engineers and economists active in nuclear developments. Many you will feel that they have yet to meet a lawyer in their field of work who could help them in their nuclear activities. Nevertheless, I maintain my thesis and shall try to prove it to you.
