Verification! Predicted information provided from SPEEDI during the Fukushima Daiichi nuclear accident. Accuracy, timeliness and future utilization

Description

During the Fukushima Daiichi nuclear power reactor accident, SPEEDI were providing related authorities with predicted information on atmospheric dispersion, but it was accused that the information were not used for countermeasures of evacuation, etc. This paper describes what kind of prediction were carried out, when these were provided to authorities and how were the accuracy of these information. Furthermore, on the basis of these investigation, the future effective utilization of SPEEDI is proposed. (J.P.N.)

東京電力福島第一原子力発電所の事故では,SPEEDIは事故当初からマニュアルに沿った情報提供を関係機関に行っていたが,避難等の判断に利用されなかったことが大きな議論になった。本稿では,今回の事故でSPEEDIがどのような予測情報をどのようなタイミングで関係機関に提供し,それらの精度はのちに測定されたモニタリングデータと比較してどうであったかを検証し,それをもとに今後の活用を探る。(日本)
