Safeguards implementation at Tokai Vitrification Facility

Description
The propose of Tokai Vitrification Facility (TVF) is R and D facility for waste treatment which is to immobilize the high level radioactive liquid waste (HAW) stored in the Tokai Reprocessing Plant (TRP) into the stable glass form. Therefore among JNSB, IAEA and PNC had discussed that necessity of the safeguards and safeguards approach for the waste treatment facility. According to the discussions, TVF is required applying the safeguards that are to perform sampling at the receiving as retransfer verification from retained waste at time of HAW received from TRP and to perform NDA measurement to the vitrified waste as verification of the measured discards. The vitrified waste can be terminated the safeguards after the NDA measurement will be carried out by IAEA and JNSB. (author)
