Radiation exposure resulting from exemption

Description

Article 5 of Basic Radiation Protection Standards of the EU states that the principle governing the exemption of radioactive substances is based on the basic criteria laid down in Annex I to the Basic Standards. No. 3 of Annex I specifies the following in this regard: '3.. provided that the following criteria are fulfilled if at all reasonably possible: a) the probable effective dose per inhabitant resulting from the exempt activity must be no higher than 10 μSv per year, and b) either the collective effective dose resulting from the pursuit of the activity for the duration of one year must be no higher than 1 person Sievert or an assessment of the protection optimisation shows that exemption is the optimal solution.' This means that the exemption must be made contingent on an examination of the collective dose. This must not be done for each individual exemption within the meaning of paragraph 29 of the Radiation Protection Ordinance but rather at a superordinate level. The proof of the collective dose being within the 1 person Sievert limit is not an immediate concern of the exemption rules of the Radiation Protection Ordinance. This must rather be demonstrated by way of an extensive calculation model which has been validated by subcommittees of the Radiation Protection Commission, the Federal Radiation Protection Office and the Federal Environment Ministry and which is presented in the following along with the results
