To make the impossible possible - information in extraordinary situations
Description
The public information in extraordinary situations can be well distinguished from public information in ordinary situations. Public information in extraordinary situations is described as a cybernetic system, where the parameters of influence and disturbance can be easily identified. If these parameters are known, the positive influence can be magnified so as to improve the stability of the information system and reduce its susceptibility to outside disturbancies. These theoretical considerations are discussed with respect to the experiences made during the emergency planning exercise with the nuclear power plant of Leibstadt in November 1996. Based on theoretical considerations and practical experiences the necessary conditions can be created to improve the quality of public information and allow a successful information management in extraordinary situations. Abstract (German)
Die Information in ausserordentlichen Lagen unterscheidet sich deutlich von derjenigen der ordentlichen Lage. Sie kann als kybernetisches System dargestellt werden, anhand welchem sich die Einfluss- und Stoergroessen eines Informationssystems sehr einfach identifizieren lassen. Sind diese Parameter bekannt, koennen die positiven Einfluesse verstaerkt und die Stoergroessen reduziert werden, so dass das System als ganzes stabilisiert und damit weniger anfaellig gegenueber Stoerungen von aussen wird. Diese theoretischen Ueberlegungen werden anhand der in der Gesamtnotfalluebung mit dem Kernkraftwerk Leibstadt im November 1996 gemachten Erfahrungen aufgezeigt und diskutiert. Aufgrund dieser theoretischen Ueberlegungen koennen fuer jedes Informationssystem die notwendigen Voraussetzungen geschaffen werden, damit die erfolgreiche Bewaeltigung eines ausserordentlichen Ereignisses keine Fiktion bleibt, sondern Realitaet wird.
