Description
Since 1993, the US Nuclear Regulatory Commission (NRC) has been working with the US Department of Energy (DOE) to help improve nuclear safeguards at both the national and facility levels in the former Soviet Union (FSU). The NRC has focused on assistance to support Kazakhstan, Russia, and Ukraine in developing regulations, licensing plans and review criteria, and inspection procedures. This paper presents recent developments in NRC's safeguards regulatory assistance to the FSU
