The residual risk problem from the medical point of view

Definitions of health and desease are discussed as well as the problems of establishing limits, especially as regards determining what are acceptable concentrations of pollutants in the environment and the workplace. It is obvious that individual protection cannot be fundamentally guaranteed. A further development and harmonization of the established ethically- and economically-based value system of individual needs as well as a coordination of this system with the requirements of society is necessary in order to be able to clearly define acceptable risks and detrimental effects.
