Following a report on the present state of erecting of nuclear power plants in the Federal Republic of Germany, a prediction is made on the foreseeable development up to 1985 and on the necessity a) of standardization of nuclear power plants, b) the construction of an infrastructure for the fuel cycle, c) the preparation of reprocessing capacities, d) the pre- and series fabrication of set scheduled power plant components, e) clarity in the atomic energy licensing procedures, f) an aimed publication. The promoting of further development of fast breeders is recommended and the necessity for research and development in the field of HTGRs and their use in non-electric regions is pointed out. Control measures concerning the application of nuclear energy should not be competitively equiped. The great importance of the reform of the nuclear liability is pointed out. (GG/LH)
Abstract (German)
Nach einem Bericht ueber den gegenwaertigen Stand der Erstellung von Kernkraftwerken in der Bundesrepublik Deutschland wird eine Vorhersage ueber die voraussichtliche Entwicklung bis 1985 gemacht und auf die Notwendigkeit a) der Standardisierung von Kernkraftwerken, b) des Aufbaus einer Infrastruktur fuer den Brennstoffkreislauf, c) der Bereitstellung von Wiederaufarbeitungskapazitaeten, d) der Vor- und Serienfertigung von termingebundenen Kraftwerkskomponenten, e) der Transparenz von atomrechtlichen Genehmigungsverfahren und f) einer gezielten Oeffentlichkeitsarbeit eingegangen. Die Foerderung der Weiterentwicklung der Schnellen Brueter wird empfohlen und auf die Notwendigkeit der Forschung und Entwicklung auf dem Gebiet der HTGRs und deren Nutzanwendung in nicht-elektrischen Bereichen hingewiesen. Kontrollmassnahmen bezueglich des Einsatzes von Kernenergie sollen wettbewerbsneutral ausgestaltet werden. Die grosse Bedeutung der Reform des nuklearen Haftungsrechtes wird hervorgehoben.
