The impact of uncertainties on capital formation in the spent fuel transportation industry are examined. The uncertainties addressed are unresolved government policy and regulatory issues affecting the back-end of the nuclear fuel cycle and the many directions in which government and utilities can move to solve spent fuel storage problems
