Mass policy for emergency planning in UJD SR conditions

Nuclear energy is understood by the public as a specific industry sector which is above the routine acceptable industry standard. It evokes the distrust and the fear of the part of public for the nuclear energy. The level of the public relations is expressively the most sensitive area in the life and it is simultaneously one of the decisive aspects of nuclear energy acceptance in the present and in the future too. An important factor of emergency management is the process and system of communication between associates of emergency activities and the publicity. The communication practices are important not only in the peaceful conditions but also in the emergency situation and the emergency exercises. In the case of nuclear and radiation emergency the public information and mass relations become the equivalent problems, which are necessary to be considered by the placement of situation. As a matter of fact the right and truly information is one of the protective procedures that can be used by the prevention of panic and desinformation of the public. Control and Crisis Centre of Nuclear Regulatory Authority of the Slovak Republic (CCC NRA SR) was established as a technical supporting instrument of NRA SR for evaluation of technical conditions of nuclear equipment and also for assesment of radiation situation in the case of emergency and for development forecast of eventual emergency and appreciation of its effects on the inhabitants and environment. The emergency planning in NRA SR also includes communication activities within emergency situation as well as within the frame of emergency exercises. These activities are in the reference of the intelligence group, which guarantees the communication with the public and mass media. (author)
