Evolution of safeguards systems design
Description
Safeguards systems play a vital detection and deterrence role in current nonproliferation policy. These safeguards systems have developed through the evolution of three essential components: the safeguards/process interface, safeguards performance criteria, and the technology necessary to support effective safeguards. This paper discusses the background and history of this evolutionary process, its major developments and status, and the future direction of safeguards system design. 25 refs
