The Missing Guest. Energy Efficiency in the Multilateral Energy Arena

Description

Since the 1970's, energy efficiency has gained visibility as a low hanging fruit - its potential impact on critical issues such as climate change, energy security, or competitiveness is now widely acknowledged, even more so in times of higher energy prices. The benefits of energy efficiency are proven. To name only one example, a recent study has shown that, at the European level, without energy efficiency polices from 1990 to 2013, energy-use would have been 12% higher in 2013. However, progress on energy efficiency is too slow and putting the world at risk of not reaching the sustainable development and Paris-Agreement climate goals. One of the reasons may be that, unlike renewable energy, energy efficiency has no dedicated multilateral organization and remains fragmented. The topic is handled by many diverse initiatives, agencies, and projects, without any 'one-stop-shop', and is not immune to competing agendas. Strengthening the existing multilateral institutional setting on energy efficiency is paramount, starting with the recently established Energy Efficiency Hub, and focusing on result-oriented and inclusive activities in a selection of countries with a high impact potential

Abstract (French)

Depuis les annees 1970, l'efficacite energetique est identifiee comme un levier d'action essentiel pour repondre au defi climatique, ameliorer la securite energetique et renforcer la competitivite, et ce d'autant plus dans un contexte de hausse des prix de l'energie. Les benefices de l'efficacite energetique sont demontres. Pour ne donner qu'un exemple, une etude recente a montre que, en l'absence des politiques publiques menees entre 1990 et 2013, la consommation d'energie de l'Union europeenne aurait ete superieure de 12% en 2013. Cependant, les progres en matiere d'efficacite energetique sont trop lents et mettent en peril l'atteinte des objectifs de developpement durable et les objectifs climatiques de l'accord de Paris. Une des raisons a cela est que, a la difference des energies renouvelables, l'efficacite energetique n'a pas d'organisation multilaterale dediee et reste fragmentee. Le sujet est traite dans le cadre d'initiatives, d'agences et de projets varies sans guichet unique, et il reste expose a des agendas politiques divergents. Il est essentiel de renforcer le cadre institutionnel existant, a commencer par le Hub pour l'Efficacite energetique etabli recemment, et de se concentrer sur des activites orientees sur les resultats et inclusives dans une selection de pays avec un impact potentiel important
