Flexible policy on the nuclear fuel cycle

Description

Different LWR fuel cycle alternatives are examined from the viewpoints of small utilities in small countries. A full coverage fuel cycle service from one supplier and returning the spent fuel pose the least burden on a small utility but require a reliable vendor. The other alternative is that of diversification where the uranium and front-end services are procured from independent sources. For spent fuel management a domestic reference plan is outlined. With such a plan and adequate storage facilities, available time is gained to see whether competitive international services will evolve on spent fuel management. (author). 2 refs, 8 figs, 2 tabs
