The bill states that no provision of Federal law may be construed to prohibit or restrict the authority of any state to regulate, on the basis of radiological hazard, the disposal of low-level radioactive waste for which the states are responsible under the Low-Level Radioactive Waste Policy Act and for which the US NRC does not require disposal in a waste facility licensed by the Commission or state
