The 'Which French presidency for which Europe?' seminar cycle: how to ensure Europe energy independence? Report of the ninth seminar

Description

This document contains three interventions. The first one presents the European Commission posture in terms of energy independence, and the propositions prepared by the Commission on means allowing Europe energy dependence to be reduced. These propositions are based on a resource diversification principle, the building-up of an actually integrated European domestic market, and an improvement of the European Union/Russia partnership. The second one considers this independence as an illusion, and stresses the need of improving the relationship between producing and consuming countries; it also presents the French Presidency's European plan on energy security with its domestic and foreign features. The third contribution identifies the main orientations for an efficient European energy policy
