Proposal for management of radio 226 in Peru

Description

Full text: Bill of radioactive waste management. The health of people is the basic premise that the State must protect and therefore it is necessary that this management system of radioactive waste be maintained and strengthened, through an appropriate legal framework, namely a law for Management of Radioactive Waste, which can enable an effective and efficient control over these radioactive waste there by protecting the right of people to live in a secure environment where risks are properly controlled. The sources of radio entered the country without much control until 1994 (where its import was stopped). Many of these sources arrived in the country from donations without foreseeing the consequences. We present the current inventory of sources of Radium 226 and the associated management costs. The biggest users of these sources are state hospitals (85%), where the Instituto de Enfermedades Neoplasicas (INEN) is the major one. They are stored in inappropriate settings for a long time, without the possibility of storing them properly due to lack of economic resources. Instituto Peruano de Energia Nuclear (IPEN) has the technology, infrastructure, equipment, and human resources necessary to carry out this function as noted its organic law. IPEN is promoting actions for the management of these sources in the Plant of Radioactive Waste Management, located at the Nuclear Center of IPEN according to the regulations of Law No. 28028. One of these actions is the formulation of the bill. (author)
