Quebec - The energy debate and status of the Gaspe windplant

Throughout history, hydroelectricity has been the basis for the Quebec Energy Policy: 95% of the electricity produced in Quebec is from hydro source. For many years, an energy debate had been requested and in 1995, it was finally launched. Most participants at the initial meetings favored the creation of an independent energy board. Also, it was agreed that Hydro-Quebec will continue to play a key role in supplying low cost electricity. Hydroelectricity will most probably remain the primary production option for the future, but mega projects should be discouraged and rivers classified. Renewable sources of energy should be seriously considered as an alternative to medium size hydro dams. As for the status of the Gaspe Windplant, 12 towers were installed across the Gaspe peninsula to provide wind information. Kenetech has initiated its land acquisition program, and 118 landowners are under option for a total of about 4,000 hectares. An Environmental Impact Statement was submitted to the Ministry of Environment and Fauna for comments. A public relations program was also initiated.
