Republic of Cuba National Report on the Implementation of the Code of Conduct on the Safety and Security of Radioactive Sources and the Guidance on the Import and Export of Radioactive Sources

An effective national legislative and regulatory control of the management and protection of radioactive sources is in place. The National Center for Nuclear Safety (CNSN), founded in 1990, is responsible for the regulation and control of the safety use of the nuclear energy and for the accountability and control of nuclear materials in the country. The CNSN is effective independent from the Nuclear Energy Agency and Advanced Technologies, institution responsible for the promotion and development of nuclear energy in the country. Resolution No. 64/2000 of the Ministry of Science, Technology and Environment provides for the CNSN, among other, the following functions: a) To develop and propose for approval legal, technical or regulatory documents in relation with the nuclear safety, and the accountability and control of nuclear materials. b) To grant, amend, renew, suspend or revoke authorizations to carry out activities related to the use of nuclear energy, based on the results of the application assessment. c) To organize and conduct inspections in nuclear and radioactive facilities and in any other institutions developing activities related to the use of nuclear energy, aimed at verifying compliance with regulations to ensure that the radiation sources are safely used as prescribed in the authorizations. To verify compliance with the measures established by international safeguards agreements relating to the peaceful use of nuclear energy, signed by the Cuban State. e) Provide technical assistance to agencies involved in the response to radiological emergencies and participate in this response to coordinate the necessary measures for the protection and safety. f) Require applicants or holders of authorizations to stop for security reasons the operation of nuclear and radioactive facilities, or any practice associated with the use of nuclear energy. Additional measures may include withdrawal, retention or assurance of sources
