The article discusses the validity under the Federal system of the various state bills, initiatives, and statutes which would declare a moratorium on the construction and/or operation of nuclear power reactors on the ground of radiological safety. For most of the legislation, it is invalid as an intrusion into an area specifically preempted by the Federal government
