The importance of revising the regulation of the head of BAPETEN No. 10 year 2006

The development of national regulations and international standards related to the substances of nuclear safety, as well as the feedback of stakeholders and technical work units in BAPETEN during the implementation of BAPETEN Chairman Regulation Number 10 Year 2006 on Guidelines for Preparation of Safety Analysis Report for Nonreactor Nuclear Installation the regulations since the regulation is established, it is necessary to review on legal substances as well as on technical substances in the BAPETEN Chairman Regulation. The purpose of this paper is to provide a general description of the need to revise the BAPETEN Chairman Regulation, as well as to provide input on the substances that need to be contained in the revision of the BAPETEN Chairman Regulation. The method used in this paper is a comparative study of both national regulation and international standards, so that substances not yet contained in the BAPETEN Chairman Regulation can be considered in the revision of the BAPETEN Chairman Regulation. The result shows that the substances contained in the BAPETEN Chairman Regulation Number 10 Year 2006 is not accordance with the development of national regulations as well as international standards related to the substance of nuclear safety. From legal point of view, it is necessary to develop a BAPETEN Chairman Regulation for implementing provision as stipulated in goverment regulations. From technical point of view, it is necessary to make more general provisions so that it can be applied to all types of nuclear installations, to explain explicitly what activities need to be carried out in updating the safety analysis report (SAR) document, and to be harmonized between the respective chapters, with the rules already issued, as well as with international documents.
