Trace of the external curvature and dynamics of Einstein equations

Description
It is shown that the manifolds of general theory of relativity with zero trace of the external curvature of space-like hypersurfaces and with closed hypersurfaces are static. This fact allows one to use gauge-less Hamiltonian reduction based on the explicit constraint resolving with respect to the trace of the external curvature
