One of the hottest topics in transportation planning today is California's Congestion Management Program (CMP). California's program has been suggested as a model to the rest of the United States for addressing transportation problems and for conforming to the federal Clean Air Act. This article introduces California's Congestion Management Program, describes some problems related to California's CMP legislation, outlines the major CMP elements, and briefly explains the issue of the environmental impact of CMPs.
