Absence of parity effects in preequilibrium γ emission

Description
We argue that the emission rate of dipole γ rays in the preequilibrium hybrid model is not affected by the parity constraint that the dipole operator imposes on single-particle radiative transitions. Consequently, parity can be neglected when calculating preequilibrium spectra of medium-energy γ rays. The emission rate by Reffo et al. should be scaled down by a factor of 4
