The Nuclear Regulatory Commission isn't sure what the chances are of terrorists attacking a nuclear power-plant in vehicles. But it has proposed a rule that would require operators to redesign defense systems, which currently protect against radiological sabotage, to include protection against open-quotes malevolent use of vehicles.close quotes The agency proposed various specific measures, but has only made preliminary cost estimates
