Interplay between flavor neutrino masses and θ13=0

Description
The reactor mixing angle θ13 is observed to be θ13=0. To yield θ13=0, we discuss what conditions give necessary and sufficient requirement on flavor neutrino masses and obtain two conditions of Meτ=-e2iγ tan θ23Meμ and Mττ=e4iγMμμ+e2iγ(2/ tan 2θ23)Mμτ with γ=(β-α)/2 where α=arg(Meμ) and β=arg(Meτ).
