Description

Emergency planning for the surrounding area is considered as an additional '3rd barrier'. A catastrophe defense plan, considered as a necessity for the areas surrounding a nuclear power plant, was realized as a supplement to the already existing civilian defence plans. A reference accident is defined out of which its source term is determined. The structure of the Swiss emergency organization is described by means of the mobilization teams in Zuerich, Bern and Wuerenlingen. Further, duties of the federal, cantonal and local governments, strategies for a future accident management and international and bilateral agreements are described. 18 figs
