Methodology for calculating the carbon footprint of French domestic final demand - January 2020
Description
The carbon footprint represents the quantity of greenhouse gases (GHGs) induced by a country's domestic final demand (final consumption by households, public administrations, non-profit organizations and investment), whether the goods or services concerned are produced domestically or imported. At taking into account the greenhouse gas content of imports, the carbon footprint makes it possible to assess the pressure on the climate of French domestic demand, whatever the geographical origin of the products consumed. France's carbon footprint is an indicator calculated by the Statistical Data and Studies Department of the Ministry of Ecological Transition and Territorial Cohesion (SDES) and the French National Institute of Statistics and Economic Studies (INSEE). Calculating a country's carbon footprint is not governed by international or national standards or rules. There are various methodological approaches. Macro-economic modeling (input-output calculation) is the methodology favored by international statistical and the scientific community. L'empreinte carbone represente la quantite de gaz a effet de serre (GES) induite par la demande finale interieure d'un pays (consommation finale des menages, des administrations publiques, des organismes a but non lucratifs et investissement), que les biens ou services concernes soient produits sur le territoire national ou importes. En tenant compte du contenu en gaz a effet de serre des importations, l'empreinte carbone permet d'apprecier les pressions sur le climat de la demande interieure francaise quelle que soit l'origine geographique des produits consommes. L'empreinte carbone de la France est un indicateur calcule par le Service des donnees et etudes statistiques du ministere de la transition ecologique et de la cohesion des territoires (SDES) et l'Institut national de la statistique et des etudes economiques (Insee). Le calcul de l'empreinte carbone d'un pays n'est pas encadre par des normes ou des regles internationales ou nationales. Il existe differentes approches methodologiques. La modelisation macro-economique (calcul input-output) est la methodologie privilegiee par les organismes statistiques internationaux et la communaute scientifique.
