This paper explains the legal standards used by state public utility commissions to allocate the cost of nuclear plant outages among the customers, the utilities and their shareholders. Outages from a few days' duration up to the Three Mile Island case are discussed, and specific recommendations for outage management practices are drawn from this body of reported and unreported regulatory decisions
