Description

The tasks of emergency response are discussed by subdividing them into 11 sections and by presenting them - to the extent possible - in the order they need to be solved. Accordingly, the first topics to dealt with are warning of the emergency management authorities, their response to the warning, the assessment of the plant status and the radiological situation - analysis and prognosis -, monitoring and measurements, and, in very severe cases, initiation of protective actions. Thereafter, four sections deal with more general topics, such as plans, resources and guidance, communication with the media and the public, use of decision support systems, and protection of emergency workers. The paper ends with sections on training and exercises and on special efforts to be made in the field of co-operation with neighbouring states. (orig.)
