Emergency provisions in the surroundings of military facilities in Rheinland-Pfalz
Description
Based on military service instructions, customatry firebrigade tactics, and the usual procedure for handling unsealed radioactive material, 'operational instructions for accidents involving nuclear weapons' were prepared - at that time unaware of the corresponding military plan ('USCINCEUR ConPlan 4367-87') - and in October 1989 distributed nationwide to all fire-brigades, in coordination with the Federal Minister of Defense. Nationwide distribution ensured, on the one hand, that it was impossible to infer from it the secret locations, and, on the other hand, that all fire-brigades were informed, since transport accidents may happen also outside storage locations. Auf der Grundlage von militaerischen Dienstvorschriften, ueblicher Feuerwehrtaktik und ueblichen Verfahren im Umgang mit offenen radioaktiven Stoffen wird - zunaechst noch in Unkenntnis des entsprechenden militaerischen Planes ('USCINCEUR ConPlan 4367-87') - 'Einsatzhinweise fuer Unfaelle mit Kernwaffen' erarbeitet und im Oktober 1989 - in Abstimmung mit dem Bundesminister der Verteidigung - landesweit an alle Feuerwehren verteilt. Die landesweite Verteilung sorgt einerseits dafuer, dass keine Rueckschluesse auf die geheimen Lagerorte moeglich sind, andererseits alle Feuerwehren informiert sind, da sich Transportunfaelle auch ausserhalb der Lagerorte ereignen koennen.
