Description

The GA. Siwabessy Multipurpose reactor (RSG-GAS) is a multipurpose research reactor having many several irradiation facilities with different usage. In most of research reactors, typically nuclear fuel are enriched uranium that is more highly enriched and highly more attractive target for unauthorized removal than that of nuclear power plant. Even operational businesses of research reactors are easily accessible to technically skill contractors, staff, scientists, university students and visitors. Those friendly environments can create vulnerability for the nuclear security system. This paper discusses components of nuclear security management system having three topical areas of operation, process and security forces that all of them are required to be implemented at the RS G-GAS in order to enabling the reactor management to effectively achieve the goal of nuclear security programmed. In the light of security operation, its objective is to protect the target against treat criteria, to establish trustworthiness of the person required authorized access to the reactor, to protect sensitive information and to protect computer process network. Meanwhile nuclear security management process accomplishes various functions associate to plan and analyze requirements for the nuclear security system, access control, security training, system sustainability, compensatory measures, process improvement and security event reporting. The third component of security guards is to hold responsibility of guarding target, facility and personnel in daily basis and response forces providing response to security event at the RSG-GAS facility. It is deemed that good practices of nuclear security management system will able to support the goal of nuclear security programmed objective. (author)
