Strategic policy management of HR operator reactor BATAN

The BATAN reactor facility is one of the national strategic facilities to be proud of in Southeast Asia. Indonesia has 3 research reactor facility that is Multipurpose Reactor G.A. Siwabessy in Serpong, Triga Mark Reactor in Bandung and Kartini Reactor in Yogyakarta. The purpose of the construction of the three reactors is as a means of R & D in BATAN and irradiation services. The operation of the reactor requires the power of the reactor operator. Currently the problem of reactor operators in BATAN is the existence of an ideal HR Reactor Operator HR with Human Resource Operator owned. BATAN lack of human resources operator of 26.83 % of the ideal number of HR. Another problem related to HR operator reactor that is retirement age (> 50 years) equal to 56,67 %. When viewed from the ideal human resources, to be able to operate the reactor and prediction 5 years ahead, there is a lack of HR Reactor Operator as many as 112 people or 68.29 % of 164 HR Reactor Operators. The formulation of the problem in this research is how strategy of human resource management policy of BATAN Operator so that Reactor can operate continuously. The purpose of this paper is to determine the strategy of HR management policy of BATAN Reactor Operator so that the Reactor can operate continuously. Methodology of data retrieval research using primary and secondary data. Method of data processing using descriptive qualitative analysis to formulate strategic policy. The results show that management needs to take strategic steps such as Contract Model, Service Bond, Scholarship and Nuclear Knowledge Management (Preservation of Nuclear Knowledge). (author)
