Guidance for determining neutralization values

This paper presents an initial attempt to measure the effectiveness of protective forces in neutralizing armed intruders through performance testing. The method is called the neutralization evaluation process (NEP). It is developed to allow the security analyst to estimate the neutralization effectiveness based on exercise results, site characteristics, and expert judgment. The long-range objective is to convert this manual process into a user-friendly, automated, knowledge-based system. Such a process may be used to evaluate security systems at nuclear facilities
