Review of the report 'MEP-compensation for onshore wind energy'

Description

The Energy research Centre of the Netherlands (ECN) studied the so-called MEP-compensation (MEP is the abbreviation for Environmental Quality of Electricity Production) for wind energy, and in particular the possible undesired side-effects of the applied full-load hours system. The Dutch Ministry of Economic Affairs requested PricewaterhouseCoopers (PwC) to assess the results of the ECN-report. The assessment was carried out in cooperation with Ecofys, which concentrated on the technical aspects and practical experiences

Abstract (Dutch)

In opdracht van het Ministerie van Economische Zaken heeft ECN een onderzoek gedaan naar de MEP-vergoeding voor windenergie en met name de mogelijke ongewenste neveneffecten die uit kunnen gaan van de gehanteerde vollasturensystematiek. Daarnaast vormde de motie Gerkens (17 december 2002), waarin is verzocht om een onderzoek naar 'de mogelijkheden voor een meer gedifferentieerd systeem waarbij rekening wordt gehouden met de regionale verschillen betreffende windsnelheden en de regelmaat waarmee deze voorkomen', aanleiding voor het onderzoek van ECN. Het ministerie heeft PricewaterhouseCoopers Accountants N.V. gevraagd de beantwoording van de onderzoeksvragen door ECN en de conclusies te beoordelen. PricewaterhouseCoopers heeft deze opdracht samen met Ecofys uitgevoerd. Ecofys heeft zich met name op de technische aspecten en praktijkervaringen geconcentreerd
