Report on the behalf of sustainable development and land planning commission of a bill aiming at prohibiting the exploration and exploitation on non conventional hydrocarbons, at abrogating exclusive search permits for non conventional hydrocarbon mines, and to ensure more transparency in the mining code

In the first part of this report, the author (from the opposition party) outlines the opacity of the attribution procedure defined in the mining code for search permits, the lack of recognition of the citizen mobilization, and the inefficient and inapplicable character of the law of 2001 on the search for non conventional hydrocarbon mining sites. In the second part, the author outlines the need for an environment-friendly energy strategy, while recalling the necessity of protection of the environment when exploiting subsoils, the necessity of implementing an energy transition, and the necessity to reform the mining law.
