Safety strategy of geological disposal of high level radioactive waste

Description

High-level radioactive waste generated through nuclear power generation retains radioactivity for a long period such as tens of thousands of years or more. As a permanent disposal method for such radioactive waste, "geological disposal," where the waste is buried deep underground to isolate and confine it from human living environment for more than tens of thousands of years, has been selected internationally. In Japan, the project is being promoted with the aim of realizing geological disposal. In order to ensure the safety of geological disposal, it is important to perform the careful investigation and evaluation of the geological environment for candidate sites, as well as the design of the disposal site with safety margin. In addition, it is important to evaluate the radiation effects on humans for tens of thousands of years in future, while taking uncertainty into consideration. In particular, in Japan, which is located in a mobile belt where volcanoes, faults, and seismic activities are active, it is essential to consider the effects of these natural phenomena. This report outlines the concept of safety ensuring against such geological disposal. (A.O.)

Abstract (Japanese)

原子力発電に伴って発生する高レベル放射性廃棄物は,数万年以上の長期間にわたって放射能が残存する.このような放射性廃棄物の恒久的な処分方法として,地下深部に埋設することで人間の生活環境から数万年以上の隔離・閉じ込めを行う「地層処分」が国際的に選択されており,わが国においても地層処分の実現を目指して事業が進められている.地層処分の安全性を確保するためには,処分場候補地に対する入念な地質環境の調査・評価と安全性に余裕をもった処分場の設計,および不確実性を考慮したうえで数万年以上の将来の人間に対する放射線影響の評価を行うことが重要となる.特に,火山・断層・地震活動が活発な変動帯に位置するわが国では,これらの自然現象の影響の考慮が必須である.本報では,このような地層処分の安全確保の考え方について概説する.(著者)
