Ion--ion instability induced by ac electric fields

Description
The presence of flow frequency fields in a plasma substantially modifies the marginal stability condition for a counterstreaming ion-ion instability and allows the system to be unstable even if the electron thermal energy is much smaller than the relative ion streaming energy.
