A forward-looking review of the Pisani-Ferry and Mahfouz report on the economic impact of climate action

Strategic foresight is a fairly generic approach, and basically it can be used to describe any reflection on the actions that need to be taken today to prepare for the future. Seen in this light, the mission to assess the macroeconomic impacts of the ecological transition, which Prime Minister Elisabeth Borne entrusted to Jean Pisani-Ferry in September 2022, is well and truly part of this approach. It is from this perspective that we would like to re-read the report submitted in May 2023, which summarises the work carried out as part of this mission, which benefited from the support of around a hundred experts working in eleven thematic groups and a 'simulations' group. But first, we would like to make five key points about what we mean by strategic foresight

La prospective strategique est une demarche assez generique et au fond on peut qualifier comme telle toute reflexion sur les actions a entreprendre aujourd'hui pour preparer le futur. Vue ainsi, la mission d'evaluation des impacts macroeconomiques de la transition ecologique, que la Premiere ministre elisabeth Borne a confiee en septembre 2022 a Jean Pisani-Ferry, releve bel et bien de cette demarche. Ainsi, c'est avec ce prisme que nous souhaitons relire ici le rapport remis en mai 2023, qui fait la synthese du travail mene dans le cadre de cette mission, laquelle a beneficie du concours d'une centaine d'experts mobilises au sein de onze groupes thematiques et d'un groupe 'simulations'.
