The energy-climate assessment of the PTEF. Transparency note as part of the transformation plan for the French economy

The French Economic Transformation Plan (PTEF) aims to propose pragmatic ways to transform the economy by making it less carbon-intensive and more resilient, an attempt to design a 'large-scale' system of operational measures (regulatory, economic, fiscal, social) intended to make French economy effectively compatible with the 2 C limit. This note attempts to answer the following question: what would be the energy and climate consequences, at the end of the next five-year term and in 2050, if the French economy transformation plan were implemented? It aims to make transparent and understandable the energy-climate assessment of the effects of the (hypothetical) implementation of the PTEF, its results, and the major lessons which are drawn from it. It consists of a methodological part detailing the approach, the structuring hypotheses and the choice of parameters in this evaluation; three parts setting out the dedicated assumptions and results, each relating to 2020, 2027 and 2050 valuation dates; and a part that draws the 'big lessons' from this energy-climate assessment work
Abstract (French)
Ne dans le sillage de la crise sanitaire, le Plan de transformation de l'economie francaise (PTEF) vise a proposer des voies pragmatiques pour transformer l'economie en la rendant moins carbonee et plus resiliente. Il s'agit d'une tentative de conception 'a grande echelle' d'un programme systemique de mesures operationnelles (reglementaires, economiques, fiscales, sociales) destinees a rendre notre economie effectivement compatible avec la limite des 2 deg. C desormais communement prise pour objectif, dans de nombreux secteurs. Cette note tente de repondre a la question suivante: quelles seraient les consequences energetiques et climatiques, a la fin du prochain quinquennat et en 2050, si le Plan de transformation de l'economie francaise etait mis en place? Elle vise a rendre transparente et comprehensible notre demarche d'evaluation energie-climat des effets de la mise en place (hypothetique) du PTEF, ses resultats, et les grands enseignements que nous en tirons. Elle se compose d'une partie methodologique detaillant notre demarche, nos hypotheses structurantes et nos choix de parametres dans cette evaluation; de trois parties exposant les hypotheses dediees et les resultats, chacune relative a nos dates d'evaluation: 2020, 2027 et 2050; et d'une partie qui tire les 'grands enseignements' de nos travaux d'evaluation energie-climat
