Establishment of NJOY-WIMS code system

Description
Based on implements of NJOY, WIMSR, WIMS, modifying WIMSr and compiling SCN and CCMIT, the NJOY-WIMS code system is formed. The system can be used to generate WIMS library, and do benchmark testing for thermal reactor. JEF-1 is treated with the system and five benchmark experiments are calculated. The comparison of results shows the code system is reliable
