'Carbon neutrality': does the new energy-climate bill project record a downward adjustment of France's objectives?

Description
The author first presents the content of the new French climate-energy bill project which contains various measures (creation of a High Council for the Climate, postponing to 2035 of the 50 per cent share of nuclear energy in electric power production), and already gave rise to controversies. She discusses this content with respect to that of the National Low-Carbon Strategy (SNBC). Then, she discusses whether this bill project means a downward adjustment of French ambitions regarding carbon neutrality, and the reduction of emissions. According to her, some objectives could not be reached any longer
