Blue print for an existing heat and cold network. Realization guide

To realise a blueprint for the development of heat networks is a regulatory obligation. This publication proposes a detailed description of the approach for the realisation of such a blueprint. Thus, after having recalled the mandatory character of this blueprint, it discusses the scope of this document, indicates the composition of the steering committee and how it should operate. It describes the content of the diagnosis and how the service quality is to be assessed (content of the presentation note for existing networks, network map, and so on). This comprises various actions (contact audit, technical audit, economic audit, and so on). It notably defines major and additional indicators related to subscriber needs, a sustainable protection of the environment, a reliable and sustainable providing of heat, domestic hot water and cold, subscribers' and users' satisfaction, bill management and public service obligations, good relationship between actors (organising authority, citizens and operator). The next part describes how to analyse the current situation of nearby heat sources and possible evolutions (existing heat networks and relationship with urban and land planning, possibilities of extension, integration of renewable and recovery sustainable sources). The blue print must also contain projects of evolution or developments of the network, address the contractual, political and legal evolution and integration, propose an economic, environmental and social analysis of evolution scenarios, contain a synthesis. The importance of the selection of the contractor is finally outlined.
